Honinbo Josaku (本因坊 丈策) was the 13th head of the Honinbo school from 1839-1847. Not as strong as his predecessor Jowa nor his successor Shuwa, there is not a lot written about this Honinbo. Nevertheless, he is a historical Honinbo and he has left this scroll with five words for posterity.
Not really sure what the phrase is though. I can’t make out the fourth word. But the other words seem to be:

聴 listening to
That would be my best guess. Maybe someone else can let us know a better translation.
